Virginia first license: documents and the correct application path
Prepare identity, residency and training records for a Virginia first license, and distinguish the driver privilege card and no-SSN options.
By the US DMV editorial team · Passenger-car permit study
Before gathering papers, decide whether you are applying for an ordinary Virginia driver’s license or a driver privilege card. Their identity and tax requirements differ. Not having a Social Security number does not by itself decide which route you need.
Check your age and training route
The DMV eligibility page sets the minimum learner’s-permit age at 15 years, six months, and the minimum license age at 16 years, three months.
As of October 30, 2026, the ordinary first-license path under 18 requires approved driver education, a learner’s permit held at least nine months, and parental or guardian certification of 45 hours of driving, including 15 after sunset. Section 46.2-335(B) exempts married or otherwise emancipated applicants from that parental hours-certification requirement. For application consent, §46.2-334 accepts the specified marriage evidence or emancipation order instead of a parent/guardian signature; confirm the documents for your case with DMV.
For a never-licensed applicant 18 or older, the current route is a learner’s permit held for at least 60 days, or a state-approved driver education program completed while holding the permit. The education route includes the road test; applicants using the 60-day route take the DMV road test. A permit authorizes supervised practice, not driving alone.
Future date: beginning January 1, 2027, first-time applicants ages 18–20 must complete approved education and hold a permit for 90 days. Those requirements are not yet in force on this article’s review date. Check the application instructions if your licensing date falls in 2027. Existing license holders should check exchange requirements instead of assuming they need the first-license route.
Current age and training checklist
| First-license applicant | Current requirement before January 1, 2027 |
|---|---|
| Under 18, ordinary path | Approved education + permit for nine months + parental certification of 45 practice hours, 15 after sunset; married/emancipated certification exceptions apply |
| 18 or older | Permit for 60 days or approved education while holding the permit |
| Applying for a learner’s permit | Minimum age 15 years, six months; license minimum is 16 years, three months |
Build the ordinary-license folder
Use DMV’s acceptable-document guide, DMV 141 to choose documents for your status:
- One proof of identity and one proof of legal presence. The guide identifies which birth, passport, citizenship and immigration documents qualify; some immigration categories require supporting documents.
- Two Virginia-residency proofs: two primary documents, or one primary and one secondary. Check the address, category and date limits; do not assume any two pieces of mail qualify.
- SSN proof if a number has been issued. DMV can verify a known SSN electronically. The ordinary-license list does not accept an ITIN as SSN proof. If you have never been issued an SSN, state that accurately on your application and confirm the applicable documentation with DMV; lack of an SSN does not remove the legal-presence requirement.
- Name-change evidence if names differ, plus the completed application, applicable fee and existing license when exchanging one.
Use your full legal name and the required original documents, not photocopies. Bring the driver-education completion proof required for your licensing route. Before visiting, confirm with your school and DMV which completion records or certificates they need.
If you need the driver privilege card route
The driver privilege card page covers eligible non-U.S.-citizen Virginia residents without requiring lawful-presence proof. It requires two identity proofs, two Virginia-residency proofs, SSN proof if issued or an ITIN, and tax-return documentation. Eligibility includes reported Virginia-source income or being claimed as a dependent on a Virginia-filed return within the past 12 months, plus the driving-record conditions on that page. This is not a document-free alternative and is not REAL ID-compliant. Foreign-language documents require the specified certified English translation.
Keep the two document lists separate and check tax eligibility before an appointment. Then use the knowledge-test resources and road-test checklist for the next stage.
