Arizona School-Bus Stops: Both Directions and Divided-Road Exceptions
Know when flashing school-bus signals require a stop and why a center turn lane does not create a separate roadway.
By the US DMV editorial team · Passenger-car permit study
When you meet or overtake a stopped school bus displaying its STOP signal and alternating flashing lights in Arizona, stop before reaching the bus. The ordinary rule covers traffic approaching from either direction.
Stay stopped until the condition changes
Do not proceed until the bus moves again or its STOP signal and alternating lights are no longer displayed. Keep watching for children who may cross in front of or behind the bus. A child can be hidden by the vehicle even when the lane beside it looks empty.
Approach slowly enough to stop when the bus begins its warning sequence. Do not accelerate past it to avoid waiting.
Which opposing traffic is exempt?
The important question is whether you are on a different roadway, not simply a different lane. Arizona law provides an exception for a bus on a different roadway of a highway with separate roadways. It also addresses designated loading zones on controlled-access highways where pedestrians cannot cross.
A two-way center left-turn lane does not create separate roadways. Neither extra lanes nor a painted center turn lane alone justify using the divided-road exception. Vehicles traveling on the bus’s own roadway must still stop when required.
| Situation | Your response |
|---|---|
| Two-way road; bus stopped ahead or facing you with active signals | Stop before the bus. |
| Bus ahead in your direction on a divided highway | Stop; the opposing-roadway exception does not apply to you. |
| Bus on the other physically separated roadway | The separate-roadway exception may apply; continue cautiously and watch for children. |
| Center two-way left-turn lane separates directions | It does not create the exception; stop when the bus signals require it. |
Practice the condition
Before choosing an answer, name the state, signal, bus position and road separation. For example, “Arizona, red school-bus signals, opposite direction, center turn lane” still calls for stopping. Keep this rule with the official-manual study routine.
