# Your first Pennsylvania license: permit steps and document folder

Prepare DL-180, medical approval, identity and residency evidence, and the additional requirements for Pennsylvania applicants under 18.

### Article — English

For a first noncommercial Pennsylvania license, start with a **PennDOT learner's permit**. Organize your application before visiting a Driver License Center: medical paperwork, identity documents and age requirements are separate tasks. This guide covers the first-time passenger-car pathway.

### Put the medical dates on your calendar

You cannot apply before your **16th birthday**. Download [DL-180 and PennDOT's application instructions](https://www.pa.gov/services/dmv/get-a-learners-permit), complete your sections and have a qualified health care provider complete the medical section. Before permit issuance, the application is valid for **one year from the physical examination**. For a teen preparing early, that examination cannot be more than six months before the 16th birthday.

Check every required field before leaving the provider. Bring glasses or contacts if you use them; vision testing can be completed at the center if it was not completed by the appropriate provider. Medical questions may require further review, so a completed form does not guarantee immediate issuance.

### Build the document folder for your situation

Use PennDOT's [identity and residency page](https://www.pa.gov/agencies/dmv/driver-services/proof-of-identity-and-residency) to select the correct U.S.-citizen or non-U.S.-citizen checklist. These are the standard-document requirements; if applying for REAL ID, follow the separate REAL ID checklist linked there.

| Applicant | Documents to organize |
| --- | --- |
| U.S. citizen under 18 | An accepted identity document and Social Security card, plus application and consent paperwork |
| U.S. citizen aged 18 or older | Accepted identity document, Social Security card and two accepted Pennsylvania residency documents |
| Non-U.S. citizen | The documents in PennDOT's status-specific chart, including the applicable identity, lawful-presence, Social Security and residency evidence |

Identity examples include a valid U.S. passport or a qualifying government-issued birth certificate. Bring originals and documents connecting any different names. For an eligible non-U.S.-citizen applicant who cannot obtain a Social Security number, the official chart provides an **SSA ineligibility-letter** route; follow the requirements for your status.

For two residency proofs, examples include an accepted utility bill, lease or W-2/pay stub showing your name and Pennsylvania street address. If you live with someone and have no bills in your name, PennDOT allows that person to attend with their license or photo ID and sign a residency affidavit; you still need a second accepted proof with your name and the matching address. Plan this together before the visit.

### Add the under-18 paperwork and practice plan

Applicants under 18 need **DL-180TD consent** from an authorized signer. If the signer cannot attend, follow PennDOT's notarization instructions. A different surname may require proof of the relationship.

Before a junior-license road test, [section 1505](https://www.palegis.us/statutes/consolidated/view-statute?chapter=15&div=0&iFrame=true&section=5&subsctn=0&ttl=75&txtType=HTM) requires an under-18 applicant to hold the permit for six months and complete **65 supervised hours, including ten at night and five in bad weather**. Complete the required distracted-driving educational materials and prepare the certification. These teen waiting and hour requirements do not automatically apply to an adult first-time applicant.

### Make the first visit useful

Bring the completed DL-180, applicable consent, required originals and current fee. Check that your chosen center offers knowledge testing. After passing the required knowledge and vision steps, use the permit's dates to plan supervised practice. For a car, the supervisor must hold the proper license and sit beside you: normally age 21 or older, or a qualifying parent, guardian, person in loco parentis or spouse aged 18 or older.
