# New York right on red: the NYC exception and red arrows

Separate New York State’s ordinary red-light rule from the rule in New York City’s five boroughs.

### Article — English

In New York State, an ordinary red-light right turn can be permitted after a full stop and yielding when no sign, signal or marking prohibits it. In New York City, the default is different: no turn on red unless a sign permits it. A red arrow prohibits turning in its direction.

## First identify whether you are in New York City

The NYC restriction applies across all five boroughs: Manhattan, Brooklyn, Queens, the Bronx and Staten Island. Do not assume the statewide ordinary rule applies merely because a junction is quiet or outside Manhattan.

| Situation | Handbook rule |
| --- | --- |
| Ordinary circular red outside NYC | Stop completely; turn right only if permitted and after yielding. |
| Circular red in NYC | No turn on red unless a sign permits it. |
| Red arrow | Do not turn in the arrow's direction. |

The manual also notes that school buses carrying pupils may not turn right on red. This is a restriction on the bus driver; keep it separate from an ordinary passenger-car question.

## Permission still requires a safe, lawful movement

Where a red-light turn is allowed, stop at the required position and yield to pedestrians and traffic. Look at signs, signals and markings together. Being allowed to turn does not mean a pedestrian or vehicle must give you space.

## Compare two situations

**A circular red in Queens with no sign permitting a red-light turn:** wait for the appropriate signal. Queens is within NYC, so the default prohibition applies.

**A circular red outside NYC with no turn prohibition, but a crossing pedestrian:** the ordinary permission does not remove the duty to yield. Remain stopped as needed for the pedestrian.

These are original study examples, not official exam questions. If an answer choice changes only the location, that detail may change the applicable rule.

## Link location, signal and action in your notes

Record three items together: where the rule applies, the exact signal, and the action or exception. Review [question-reading conditions](/learn/how-to-read-permit-test-questions) if you tend to skip “unless” or a place name. For another state-specific example, see [New York school buses](/ny/blog/ny-school-bus-stopping-rules).

Poder girar no obliga a otro usuario a dejarte pasar.
