# New Jersey emergency vehicles: pull over, stop and Move Over

Distinguish a responding emergency vehicle from a stopped roadside vehicle, and learn the NJ Move Over rule for disabled vehicles too.

### Article — English

An emergency vehicle coming through traffic and a vehicle stopped at the roadside require different actions. In New Jersey, first identify whether the vehicle is **moving through traffic or stationary**. That determines which response to use.

## A responding emergency vehicle: pull right and stop

When an emergency vehicle signals with a siren or flashing emergency lights, yield. The manual directs drivers to steer to the extreme right, stop and wait for it to pass. Make the movement safely, watching surrounding traffic.

Once it passes, keep **at least 300 feet behind a signaling emergency vehicle**. Do not use the cleared space to follow closely through traffic.

The manual also says not to park within **200 feet of a fire-department vehicle in service**. Do not drive over a fire hose unless directed by a fire, emergency-rescue or police official.

## A stopped roadside vehicle: change lanes when safe

The Move Over rule applies when approaching stationary emergency, towing, highway-maintenance or other emergency-service vehicles displaying the specified flashing warning lights. It also covers **stationary or disabled vehicles using hazard lights, road flares or reflective triangles**.

When safety and traffic permit, change into a lane **not adjacent to the stopped vehicle**. Check mirrors, blind spots and surrounding traffic, signal and move over safely. The rule does not call for an unsafe sudden lane change.

If a lane change is impossible, unlawful or unsafe, **slow to a reasonable speed below the posted limit and be prepared to stop**. Staying at the posted limit is not the fallback instruction.

## Compare the situations

| Situation | Response |
| --- | --- |
| Ambulance approaching with emergency signals | Yield, pull to the extreme right and stop safely for it to pass. |
| Tow truck stopped with warning lights | Move to a nonadjacent lane when safe; otherwise slow below the limit and prepare to stop. |
| Disabled car with hazard lights or reflective triangles | Apply the roadside Move Over response too. |
| No safe or legal lane available | Reduce speed below the posted limit to a reasonable speed and be ready to stop. |

The 2026 manual lists a **$100–$500 fine** for a Move Over violation. It also notes that three or more convictions can lead to driving-record penalty points. Protecting the people outside the stopped vehicle is the immediate reason to create space.

## A quick way to review

Ask yourself: is the vehicle approaching, or has it stopped? For an approaching emergency vehicle, think **yield, right, stop**. For a stopped vehicle with warning signals, think **move away safely; if unable, slow below the limit and prepare to stop**.

These are study summaries and original situations. For a school bus displaying red lights, use the separate [NJ school-bus rules](/nj/blog/nj-school-bus-stopping-rules).
