### Article — English

North Carolina has different actions for a **stopped roadside vehicle with warning lights** and an **emergency vehicle approaching with lights and a siren**. Recognize which situation you are entering before choosing a lane or stopping place.

| Situation | Trigger and conditions | Required action |
| --- | --- | --- |
| Stopped roadside vehicle; safe lane change available | Authorized emergency or public-service vehicle within 12 feet of the roadway, with the appropriate warning light; at least 2 lanes in your direction | Move to a lane not nearest the vehicle without interfering with traffic; stay there until safely clear |
| Stopped roadside vehicle; one lane or no safe lane change | Same vehicle, distance and warning-light conditions; only 1 lane in your direction or a lane change would interfere with traffic | Reduce to a safe speed for conditions and be ready to stop until completely past |
| Approaching emergency vehicle | Required light and audible warning; subject to the specified opposite-direction highway exception below | Pull parallel to the right edge or curb, clear of intersections, and stop until it passes unless an officer directs otherwise |

## A stopped vehicle: create space when safe

[G.S. 20-157(f)](https://ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_20/GS_20-157.html) applies when an authorized emergency vehicle or public-service vehicle is **parked or standing within 12 feet of the roadway and displaying the appropriate warning light**. Follow lawful traffic directions when given; otherwise act as soon as safe:

- With **at least two lanes in your direction**, move into a lane that is **not the one nearest the stopped vehicle**, if you can do so safely without interfering with other traffic. Stay there until safely clear.
- With **one lane in your direction**, or when a safe lane change is unavailable, **reduce speed to suit traffic conditions and be ready to stop** until completely past the vehicle.

The statute does not set a universal “20 mph below the limit” formula for this situation. A safe reduction depends on visibility, traffic, workers and the available stopping space. NCDOT's [Move Over guidance](https://www.ncdot.gov/initiatives-policies/safety/driving-safety/Pages/move-over-law.aspx) recommends slowing and moving over when possible, and slowing enough to stop if a lane change cannot be made.

Signal and check mirrors and blind spots early. Do not force a last-second merge into an occupied lane. Watch for workers or vehicle doors on the traffic side. Once fully clear, merge back safely and resume an appropriate lawful speed.

## Recognize public-service vehicles too

This protection includes more than police, ambulances and fire trucks. The statute defines public-service work to include:

- Assistance to motorists or officers with wrecked or disabled vehicles, such as qualifying tow or roadside-assistance operations.
- Installing, maintaining or restoring utilities, including electric, cable, telephone, water, wastewater, communications and gas services.
- Collecting refuse, solid waste or recycling.
- State or local government highway-maintenance vehicles, including contracted vehicles, operating the authorized amber flashing light.

NCDOT also identifies its **Safety Patrol/IMAP trucks**, highway contractors, tow trucks and utility trucks in its public guidance. Look for the warning-light and roadside conditions; do not wait until you can read a company logo.

## An approaching emergency vehicle: pull right and stop

Under subsection (a), an emergency vehicle giving the required **light and audible warning** requires you to move as near as possible and parallel to the **right edge or curb, clear of intersections**, and stop. Remain until it passes unless an officer directs otherwise.

This applies to an emergency vehicle coming from ahead or behind. The specified opposite-direction exception is a **four-lane limited-access highway with a median divider**; do not extend it to every road with a painted centerline. If already in an intersection, clear it safely before stopping beyond it. Stay alert for another responding vehicle before rejoining traffic.

The [driver handbook](https://www.ncdot.gov/dmv/license-id/driver-licenses/new-drivers/Pages/handbooks.aspx) explains emergency-vehicle encounters. Compare these conditions with the separate [school-bus stopping rules](/nc/blog/nc-school-bus-stopping-rules), then use the [knowledge-test resources](/nc/blog/nc-knowledge-test-resources) to review the relevant signs and roadway terms.

[G.S. 20-157(f)](https://ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_20/GS_20-157.html)
