# North Carolina first license: documents and the teen or adult path

Prepare for a North Carolina passenger-car permit or license with the right age, education, identity, residency and insurance documents.

### Article — English

For an ordinary passenger car, start with the **regular Class C** path. Your age, existing license and choice of a standard credential or REAL ID determine what belongs in your document folder.

| Your next step | Age | Holding period and training to check |
| --- | --- | --- |
| First adult Class C license | 18 or older | Complete the applicable knowledge, signs, vision and road tests; a learner permit may come first |
| Level 1 Limited Learner Permit | 15–17 | Approved driver education: 30 classroom hours and at least 6 behind the wheel |
| Level 2 Limited Provisional License | 16–17 | Level 1 for 9 months; signed 60-hour log, including 10 at night, counting no more than 10 per week; qualifying 6-month clean record and road test |
| Level 3 Full Provisional License | 16–17 | Level 2 for at least 6 months and the qualifying 6-month clean record |

The table covers the ordinary first-license sequence. Existing-license transfers are addressed below.
## Choose the right application

At **18 or older**, a first-time applicant applies in person and completes knowledge, sign-recognition, vision and driving tests. You may first obtain a learner permit for supervised practice. A permit is not permission to drive alone. Use the [adult first-license requirements](https://www.ncdot.gov/dmv/license-id/driver-licenses/new-drivers/pages/default.aspx).

At **15–17**, start with a **Level 1 Limited Learner Permit**. The [Level 1 page](https://www.ncdot.gov/dmv/license-id/driver-licenses/new-drivers/Pages/level1.aspx) requires a Driver's Education Certificate and written, sign and vision tests. Approved driver education consists of **30 classroom hours and at least six behind-the-wheel hours**; course enrollment can begin at 14½. Bring a parent or guardian, or the required written parental/guardian consent for another accompanying adult. Keep the education certificate in your folder.

For **Level 2**, be **16–17**, hold Level 1 for **nine months**, have no convictions for moving violations or seat-belt/mobile-phone infractions in the preceding six months, and pass a road test. Submit the signed **60-hour driving log**, including **10 nighttime hours**, with no more than **10 hours per week** counted. [Level 2 requirements](https://www.ncdot.gov/dmv/license-id/driver-licenses/new-drivers/Pages/level2.aspx) explain the vehicle, insurance and adult-consent documents.

A **Level 3 Full Provisional License** requires at least **six months at Level 2** and the qualifying six-month violation-free record; see the [Level 3 application](https://www.ncdot.gov/dmv/license-id/driver-licenses/new-drivers/Pages/level3.aspx). Upgrading at 18 follows the adult Class C route appropriate to your current credential.

## Pack the core documents

- **Identity and birth date:** one accepted document showing your full name. Check the official list for originals or certified copies and expiration rules.
- **SSN:** a Social Security card or accepted proof showing your full number. The [SSN list](https://www.ncdot.gov/dmv/help/Pages/proving-social-security.aspx) distinguishes REAL ID documents from documents usable only for a standard credential. If you are not eligible for an SSN, the [driver handbook](https://www.ncdot.gov/dmv/license-id/driver-licenses/new-drivers/Pages/handbooks.aspx) directs you to provide lawful-presence documents; have NCDMV confirm your particular document combination.
- **North Carolina address:** one accepted proof for a standard license; **two** for REAL ID. Use your current physical address and the [residency list](https://www.ncdot.gov/dmv/help/Pages/proving-residency.aspx), including its options for minors.
- **Lawful presence:** applicants not born in the U.S. should check the [lawful-presence table](https://www.ncdot.gov/dmv/help/Pages/proving-legal-presence.aspx). Some documents require supporting immigration records, and some qualify only for a standard credential.
- **Name changes:** bring the documents connecting your current name to the name on the identity and SSN evidence.

Use the separate [REAL ID requirements](https://www.ncdot.gov/dmv/license-id/nc-real-id/Pages/requirements.aspx) if choosing REAL ID. A standard license also authorizes driving; choosing it does not remove the identity or lawful-presence requirements.

## Add insurance and any existing license

For a license, bring accepted **liability-insurance proof from an insurer licensed in North Carolina**, listing you as a driver. Examples include a qualifying insurance card, policy or DL-123. This applicant-insurance proof is **not required for a learner permit**. See [accepted insurance documents](https://www.ncdot.gov/dmv/help/Pages/proving-insurance.aspx). Bring printed proof for a teen road-test visit; the Level 2 checklist does not accept an image displayed on a phone. Adult offices also offer secure upload during the visit. A road-test vehicle still needs appropriate coverage and registration.

If moving to North Carolina and planning to drive, obtain a North Carolina license within **60 days of establishing permanent residence**. A valid out-of-state license may allow written and road tests to be waived; without one, those tests are required. Bring the existing license and core documents on the [new-resident checklist](https://www.ncdot.gov/dmv/help/moving/Pages/new-residents.aspx). Teen transfers depend on age, education, credential type and holding history; have NCDMV assess those records rather than assuming an adult waiver applies.

For a **16–17-year-old with an unrestricted out-of-state license**, the [teen-transfer provisions](https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_20/GS_20-11.html) can allow Level 3 after approved driver education, at least **12 months with that license** and the specified six-month clean record. Other histories can lead to Level 2 instead. With a restricted out-of-state license, approved education, **12 months holding that license** and parental certification of the required clean record can qualify for Level 2; shorter holding periods or violations can lead to Level 1. Bring education and licensing-history records for NCDMV's assessment.

Next, prepare with the [knowledge-test resources](/nc/blog/nc-knowledge-test-resources) and [road-test checklist](/nc/blog/nc-road-test-checklist).
