# Illinois school-bus rules: when both directions must stop

Understand the four-lane opposing-traffic exception, two-lane and parking-lot stops, and the conditions for proceeding past an Illinois school bus.

### Article — English

A stopped school bus with active red warning lights and its stop arm extended means children may be entering the road. Illinois normally requires approaching traffic to stop **before reaching the bus**, whether coming toward it or following it. The important opposing-traffic exception depends on the road's lanes.

Read [625 ILCS 5/11-1414](https://my.ilga.gov/ftp/ILCS/Ch%200625/Act%200005/062500050K11-1414.html) together with the school-bus section of the [2026 Rules of the Road](https://www.ilsos.gov/drivers-license/rules-of-road.html). Do not apply another state's divider rule to an Illinois road.

### Match your direction to the road layout

| Your situation | Stop for the bus's active stop signals? |
| --- | --- |
| Behind the bus, traveling in its direction | Yes, even when another same-direction lane appears clear |
| Opposite the bus on a two-lane road | Yes |
| Opposite the bus with one through lane each way and a center turn lane | Yes; this is not the four-lane exception |
| Opposite the bus on a road with four or more lanes, at least two traveling each way | No under the opposing-roadway exception; a raised median is not required for that exception |

The four-lane exception is for traffic **meeting the bus from the opposite direction**. It does not permit a driver behind the bus to move into an open lane and pass it.

The law also provides a controlled-access-highway exception for a bus stopped in a loading zone adjacent to the surfaced or improved roadway, where pedestrians are not allowed to cross. An ordinary bus stop at the curb does not automatically meet those conditions.

### School property and parking lots still count

The stop requirement extends beyond public streets. The statute expressly includes private roads, parking lots, school property and other locations where a bus stops to receive or discharge pupils with the required warning signals.

For example, entering a school parking lot does not give you permission to pass a bus whose stop arm is out while children unload. Look for children walking between parked cars and people directing traffic, and leave room to stop before the bus.

### Know when you may move again

Section 11-1414 allows you to proceed when **the bus resumes moving, the bus driver signals you to proceed, or the required visual signals are no longer operating**. Do not move just because an adjacent driver does. Before starting, verify that children have cleared your path and that no other traffic control requires you to remain stopped.

Amber warning lights signal that the bus is preparing to stop. Reduce speed and prepare to stop smoothly; red lights and the extended arm must never be treated as an invitation to rush past.

### A quick way to practice

Sketch three roads: one lane each way, one each way with a middle turn lane, and two lanes each way. Put the bus in one direction. Decide what a car behind it must do, then what an opposing car must do. This separates the “same direction” rule from the four-lane exception and makes the reason for each answer visible.
