Flashing lights at the roadside are a warning to act early. Illinois's Move Over requirements protect people working around emergency vehicles and scenes. When the required signals are active, slow down, leave space and change lanes away when the legal conditions apply and you can do so safely.

The main provisions are [625 ILCS 5/11-907](https://www.ilga.gov/Documents/legislation/ilcs/documents/062500050K11-907.htm). The [Illinois State Police Move Over guide](https://web-akamai.isp.illinois.gov/Patrol/PatrolMoveOverLaw) explains that Scott's Law covers qualifying police, fire, ambulance, tow, construction and highway-maintenance vehicles using authorized emergency lights.

### At a stopped emergency vehicle or emergency scene

When a stationary authorized emergency vehicle displays the required oscillating, rotating or flashing lights:

1. **Reduce speed and proceed with caution.** Choose a reasonable, proper speed for traffic and road conditions, be prepared to stop and leave a safe distance until you are safely past.
2. **Change to a lane that is not adjacent**, if possible with regard to safety and traffic, on a highway with at least four lanes including at least two in your direction.
3. **If changing lanes is impossible or unsafe, keep slowing and pass cautiously**, maintaining safe speed and distance. Do not force another driver out of the way.

Moving over does not remove the duty to reduce speed. The warning applies to approaching drivers in any lane, including drivers who already have a lane of separation. Yield to emergency workers and people directly involved in the scene, and follow police directions.

The legal definition includes vehicles authorized to use these lights while their operators perform official duties. It reaches qualifying roadside work vehicles as well as traditional emergency services; the warning is not limited to a police traffic stop.

### A working emergency vehicle may still be moving

Under §11-907(c-5), yield to an authorized emergency vehicle that is visibly and actually working on the highway and displaying the flashing lights authorized by §12-215, **whether it is stationary or moving**. Do not wait for the work vehicle to stop before giving it room. Section (c-10) also requires yielding to emergency workers actually working at an emergency scene and pedestrians directly involved in it. The stopped-vehicle lane-change and speed rules above remain a separate set of conditions.

### A disabled car with hazard lights has its own rule

[Section 11-907.5](https://ilga.gov/documents/legislation/ilcs/documents/062500050K11-907.5.htm) covers a **disabled vehicle with lighted hazard lights** on a highway with at least four lanes, at least two in your direction. Change away from the adjacent lane if safe. If that is impossible or unsafe, reduce speed and keep safe speed and distance until past it.

A private vehicle can therefore require a move-over response. The disabled-vehicle provision specifies both hazard lights and the road configuration; it should not be summarized as an unrestricted rule for every parked car. Use caution around anyone near the roadway in all cases.

### Practice three decisions

**A patrol car is on the shoulder and the next lane has a safe gap.** Reduce speed, signal, check mirrors and blind spot, and move into a nonadjacent lane. Maintain caution until clear of the scene.

**The same scene appears, but traffic blocks a safe lane change.** Begin slowing early and leave space while passing. These Illinois provisions use a reasonable-and-proper speed standard; they do not prescribe a fixed mph reduction.

**An ambulance approaches with lights and siren.** Apply §11-907's approaching-vehicle rule: yield and move parallel and as close as possible to the right edge or curb, clear of the intersection. Stop as necessary to permit safe passage and remain positioned until it passes, unless a police officer directs otherwise. Passing a stationary roadside scene requires a different sequence.

For your next study session, identify whether the vehicle is approaching or stationary, which warning signals are active, how the road is arranged and whether a safe gap exists. That sequence helps you act before reaching the hazard.

No obligues a otro conductor a apartarse.

[§11-907.5](https://ilga.gov/documents/legislation/ilcs/documents/062500050K11-907.5.htm)
