When a Georgia school bus stops to load or unload passengers, first identify the bus’s signals and then the road’s physical layout. The number of lanes alone does not decide whether opposing traffic can continue.

## Respond to the bus before reaching it

Flashing amber lights warn that the bus is preparing to stop. Reduce speed, look for children near the roadside and be ready to stop. Once the stopped bus displays its red warning signals, stop before reaching it unless the separate-roadway exception applies.

This applies when you are following the bus, approaching in an adjacent lane or meeting it from the opposite direction on an undivided road. Do not pass on the shoulder or use another lane to get around the stop. The [DDS school-bus guide](https://dds.georgia.gov/section-9-continued-sharing-road) illustrates the common road layouts.

## Check what separates the directions

[Georgia Code §40-6-163(b)](https://www.legis.ga.gov/api/document/docs/default-source/joint-features-document-library/t40-ch6-16-%28v29%29-pdf.pdf) provides the opposing-roadway exception where separate roadways are divided by a **grass median, unpaved area or physical barrier**. A painted line or center turn lane does not create this exception.

| Road layout | Your response to a stopped bus with red signals |
| --- | --- |
| Two-lane road | Traffic in both directions stops. |
| Road with a center left-turn lane | Traffic in both directions stops. |
| Four or more lanes with no qualifying physical separation | Traffic in both directions stops. |
| Separate roadways divided by grass, unpaved area or a physical barrier | Traffic on the bus’s roadway stops; opposing traffic on the separate roadway need not stop. |

For example, on a five-lane shopping corridor with a shared center turn lane, an approaching bus on the other side still requires you to stop. On a highway with a grass median, the exception can apply to vehicles on the separate opposing roadway. If you are traveling in the bus’s direction, the median does not excuse you from stopping.

The statute also includes a specific controlled-access-highway loading-zone exception where pedestrians are not permitted to cross the roadway. Do not treat an ordinary roadside bus stop as that special arrangement.

## Wait for the release and a clear roadway

Remain stopped until the bus resumes motion or its warning signals are deactivated, **and all loading or unloading passengers have cleared the roadway**, as DDS instructs. A child reaching the curb near you may not be the last child crossing. Scan both sides and the area in front of the bus before moving.

Build extra time into a school-route trip. If a vehicle behind you is impatient, keep your attention on the bus and children rather than copying another driver’s movement. An opposing driver’s decision to proceed does not establish that a median exception applies to your lane.

For study, draw a road with two lanes, then add a center turn lane, then replace it with a grass median. Describe which traffic must stop in each drawing and what must happen before you move again.
